The Samoa Housing Corporation is governed by an independent Board which is ultimately responsible for the overall operation and stewardship of the organization. The Board reports to Parliament through the Minister for Public Enterprises.

Board Members

The Board members currently comprise five directors.

Lauano Lauina Grace | Chair

Lauano has over thirty years’ experience in the public and private sectors in Samoa, Australia, and New Zealand. She is a strategic leader with a solid record of building and leading diverse and high performing teams to drive organizational goals often exceeding client expectations. She is a clear and succinct communicator capable of making hard decisions and providing solutions to achieve project outcomes. Her professional career includes managing major capital works programs valued over AUD$120million and real estate valued over AUD$2billion. Lauano is a former director of the Unit Trust of Samoa (UTOS), 2020-2023. She is a director of Grace & Grace Plus (GGP), a multi-disciplinary firm specialising in architecture, project management and construction law, which was established in Sydney in 2014, and in Samoa in 2017. Lauano is an advocate for women empowerment. She was a mentor for the National Association of Women in Construction, Australia, and is an advisor to Pacific Women’s Professional Business Network Inc., Australia. Lauano holds a Master of Construction Project Management (MCPM) from UNSW and a Bachelor of Architecture (BArch) from the University of Auckland.

Su’afaiga Henry Fruean | Director

Su’a brings to the Board over 40 years of work experience in the public and private sectors. His professional career includes 12 years as a Director of the Samoa Land Corporation (SLC) Board, 5 years managing the EFKS TV2, and over 30 years as an entrepreneur running his own business, HJF Electronics. As an entrepreneur, Su’a has developed a suite of diverse skills that has enabled him to navigate the complex world of business and managing people. These include effective leadership skills, solid financial literacy skills, excellent communication skills and a strong work ethic. Su’a has qualifications in telecom engineering and accounting.

Leaupepe Satui D. Bentin | Director

Leaupepe brings over 20 years combined work and private sector experience at the international, regional and national levels in programme and development planning, project design, project management, project implementation, results-based strategic and corporate planning and Monitoring & Evaluation across a variety of sectors including climate change/climate resilience, infrastructure, community, finance, labour, comnmunications and private sector development. A Development Practitioner, she has excellent knowledge of legal and fiduciary requirements of development partner strategies having worked as an independent consultant for the Government of Samoa and its various development partners in her 10+years as a Director and Principal Consultant of her own firm. Leaupepe holds a PostgradDip. in Development Studies and a B.A in Library & Information Science.

Falesaopule Seimaleula Vaialia Iosua | Director

Falesaopule grew up in Safune Savaii. He spent more than 20 years working in both the public and private sectors. He resigned from UN OCHA in 2022 to run as an Independent candidate for the Gagaifomauga No. 2 seat in the by-elections. Falesaopule served as Assistant CEO for the Community Development Sector & Project Management Division under the Ministry of Women Community and Social Development for more than 10 years. He also worked in the Ministry of Education Sports and Culture and the Ministry of Health. He is an Advisory Board member for the Samoa Faafafine Association Inc. that continues to advocate for gender equality and social inclusion. He is a member of the Onomea Production that now drives the Miss Samoa platform for women empowerment. He is an entrepreneur and business owner and runs a consultancy service. Falesaopule holds a Postgraduate Diploma in Development Studies and Master of Arts in Human Rights and Democratization.
